Nature of request
Richard Fourneys, Keeper of the River Foss in York, which belongs to the king as of right of his crown, states that, to protect the river and the fish in it, all those who had lands or tenements within the franchise of the city which abutted on the Foss have always had to take certain measures to keep the rubbish from their houses from getting into the water, but that lately, in the time of King Richard, these measures have completely broken down. He requests suitable commandments under the king's great seal, addressed to the Mayor and Sheriffs of the city, ordering them to correct these faults swiftly, on pain of a heavy penalty to be decided by the council, and also a suitable penalty, again to be decided by the council, for those within the precinct of the city who do not obey these commands.
Nature of endorsement
On the fifth day of June in the fourth year etc., present in the council my lords the Archbishop of Canterbury, the Chancellor, the Treasurer, the Bishop of Rochester, the Keeper of the Privy Seal, the Lords Roos, Wilughby and Louvel, and my lords T. Erpyngham, J. Cheyne, and A. Savage, it was agreed and assented that a writ under the great seal should be sent to the Mayor and Sheriffs of the city of York, setting out the claim made here, and that, on pain of £300, they are to make such an ordinance, between now and Michaelmas next, that the faults specified within might be corrected and redressed. And if anyone should wish to disobey or contravene such an ordinance, the aforesaid Mayor and Sheriffs are to inform the council of the names of such disobedient people, so that such punishment can be given to them as seems best to the council, according to their advice and discretion.

The endorsement is dated 5 June in the fourth year of the king's reign, and from the reference to King Richard, that king must be Henry IV, so the petition is securely datable to 1403. CCR 1402-5 pp.84-85 is also dated at Westminster, 5 June 1403. It was clearly not successful in stopping the problem: CCR 1405-9 p.297 is dated at Gloucester, 5 November 1407.
