Nature of request
The merchants of England state that the king's will has been that merchants should take their merchandise to Berwick upon Tweed to relieve the town, which has been badly damaged, and great advantages and franchises were promised as a means to this end. However merchants travelling there have not found these advantages, but instead complain of great grievances at the hands of the king's ministers, which they list, and which are driving away merchants, especially those from the south. They request a remedy.
Nature of endorsement
They are to have a writ to the Sheriff and other ministers that they are to allow the merchants of England to be quit of the three pence in the pound.
