Nature of request
The citizens of York make three requests:1) They state that a certain person, deceiving them and without being asked by them, made fine in 100 s. before the Chancellor to have quayage in York, and the 100 s. are levied and paid in the Exchequer in vain and for nothing. They ask for a remedy for themselves and for the Treasurer and Barons of the Exchequer, and that the money might be allowed to them in their farm for the next Easter term.2) They state that they have to levy a very heavy tallage every year from their citizens in order to pay their farm, and ask that they might have a charter, of his grace and quit of the fee of the seal, to build on and let the wastes of the city, in aid of their farm.3) They state that the people of Kingston upon Hull are preventing merchants from sailing upriver to York with their goods without unloading them at Hull and paying the new custom on them, causing great delays and impoverishing the merchants of York. They ask that a collector of this custom might be appointed at York.
Nature of endorsement
[On face: each response written below its petition.][To first petition] They are to sue the person who has deceived them before the Treasurer and Barons of the Exchequer.[To second] They are to name the plots and wastes, and an inquisition will be held on this by a writ of the king's Chancery; and the return is to be before the Treasurer and Barons of the Exchequer.[To third] Those who enter the port of Hull are to pay the custom of three pence in the pound, according to the ordinance made on this, and if they want to travel further they are to do so, and not to be compelled to unload their goods, nor to enter the port unless they want to. And a writ of Chancery is to be sent on this to the Keeper of the town of Kingston upon Hull.And John Lespecer and Vincent Verdnel are to be appointed to collect and receive the new custom of three pence in the pound at York; and a writ of the king's Chancery is to be issued on this.
