Nature of request
The merchants of York, Newcastle upon Tyne and Chichester state that they shipped certain wools to Calais in the thirty-seventh year of the king's reign, with customs and coquet paid to their knowledge, passing through storms in time of war; but that when they reached Calais, the wool was seized by the customs officers there because it weighed more, by weight of Artois, than the cockets claimed. The merchants petitioned the king and council for a long time to have delivery of the wool, and it was adjudged by the council that the surplus, beyond the weight specified by the cocket, was to be forfeit to the king, and the rest was to remain impounded until the council was fully advised on this. The king has now been fully paid for the surplus, but the rest of the wool remains impounded. They ask the king and council, considering that the wool was weighed on its arrival in Calais when it was wet, and that the Artois weight there is less than the English weight, and the perils of the sea, and their long suit, and the heavy customs they have paid for this remainder, to order that they might be able to enjoy this wool, and be quit towards the king.
