Nature of request
The community of Stafford state that they hold their town of the king at fee-farm, and have various lands and tenements outside the town, but that they are unable to leave the town to cultivate these lands, or to trade, because of open and malicious threats and menaces from Humphrey de Hastang and others. As a result they are so impoverished that they will have to abandon the town if they have no remedy, and therefore ask for such special remedy to be ordained as will enable them to leave the town in safety, and pay their farm and other aids to the king.
Nature of endorsement
It seems to the council that, for the safety of the said town and for the keeping of the peace, a swift remedy ought to be found.It pleases the king that the good people of the town might be taken into his protection and safekeeping, so that they can come and go, and act to their advantage at will; and the king's good and binding letters patent are to be issued on this, through which all people are to be forbidden, on pain of forfeiture, from harming or molesting these people. And on the matter of the same protection, the said Humphrey and all others whom they wish to name are to be sent writs close, instructing them not to harm the said people, contrary to the said protection, on pain of forfeiture. And the justices in the said county and the Sheriff are to be ordered to have this proclaimed, the justices in their session an the Sheriff throughout his bailiwick, that no-one is to harm or do evil to the said people, contrary to the said protection. And if after the said proclamation they find anyone contravening it, they are to have them arrested and held in prison until the king has commanded his will on this.
