Nature of request
The petitioners state that Henry V enfeoffed various people with castles, lordships and possessions in England and the Welsh Marches, in order to pay the legacies bequeathed in his testament, and ask the commons to ask the king to grant, by authority of parliament, that the issues of these castles, lordships and possessions might be applied to pay certain debts incurred by the late king, and also certain bequests to servants; and that they might be able to pay other similar bequests or debts in a similar way; and that the king might ratify and confirm all their actions in this matter.

On internal evidence, presumably from the early years of Henry VI. The petition lists among the executors of Henry V's will who are now dead Thomas Beaufort, Duke of Exeter (died 31 December 1426), Ralph de Nevill, Earl of Westmorland, (died 21 October 1425), Richard Beauchamp, Earl of Worcester (died 16 April 1422), John, Lord Clifford (died 13 March 1422), and Henry, Lord FitzHugh (died 11 January 1425), so it must date from at least 1427.
