Nature of request
Edward of York, Constable of England, asks the king for letters of commission to proceed in any cases and matters concerning the estate, fame or condition of the king's person or the dignity of his crown, which have been or will be initiated by any person in the realm by way of appeal or any other, and to determine them by the laws and customs of the court of chivalry if their nature does not allow them to be determined by virtue of his office of constable or the common law of the realm, but only by the king in person or by his commission. He also asks for the power to substitute anyone in his place at pleasure, and to order any of the king's lieges to assist him and obey his orders in this matter, and that the letters of commission might bear the date of 10 September in the twenty-first year of his reign.

[On face] This bill was granted by the king on 22 November in the twenty-second year of his reign.
Note
The endorsement states that the petition was granted by the king (Richard II) on 22 November in the twenty-second year of his reign (1398).The letters in CPR 1396-9 p.505 are dated 10 September (as requested) but apparently in 1398 rather than 21 Richard II (1397).
