The people request that they are able to choose a clerk of the county to enrol all the receipts of the sheriff and charge them on his account, and to take for his service one halfpenny of the money, and the receiver the other halfpenny so that the king is able to be served of his debt, and people be acquitted. Many sheriffs by their receivers have levied the debt of the king by summons of the Exchequer for each person the receiver takes a penny for each tally often by deceit that the debt to the king contained in the tally is not acquitted to the damage of the king and the impoverishment of the people because the sheriff comes afterwards and has the same debt levied again.1)
