1) The commons request a speedy remedy as the merchants of the realm are robbed of their boats, goods and merchandises on the sea by the king's enemies and are taken and put to great ransoms. They take boats and goods but these are reclaimed by safe-conducts purchased but not enrolled. By this means the enemy grow stronger and the navy and merchandise of the realm grievously ruined.2) The commons request that safe-conducts issued by the king be enrolled before they are delivered, and if they are not they are to be void. And that goods taken by those with insufficient safe-conduct have no right of restitution. Those whose goods are taken who are subsequently able to show safe-conduct should have restitution. The ordinance to have force from Michaelmas.3) The commons request that the statute concerning the forfeiture of goods, chattels, lands and tenements of those put in exigent or outlawed be continued until the next parliament.4) It is further requested that those who forfeit by being put in exigent or outlawed in Lancashire not be barred from certain actions outside of the county.5) The commons of Herefordshire, Gloucestershire and Shropshire request speedy remedy as they neighbour the Welsh March and other counties and liberties, and many times their goods and beasts are taken into these other jurisdictions. It was ordained by statute of Henry IV that the sheriffs of these counties should demand the return of the distresses within 8 days and if this is not done then to seize goods from those leaving those lands but this is not sufficient.
