Nature of request
The burgesses state that they are new people come into the said town and that they have great need of aid of the king, and many times have requested to the king for his assistance and that he would grant them certain articles of franchises contained in a bill attached to the petition, which franchises the king promised to confirm at his next parliament, by which franchise many merchants and other sufficient people will come to the town. They request that the king and council will have the matter at heart for they have pursued this suit for a long time.

The petition and draft charter are dated by Fraser to c. 1306. The petition itself looks later, but the draft charter looks of about the right age. It is not entirely clear whether Fraser's date should be accepted.
