The people of Ireland complain that because of the increasing strength of the Irish enemies and of the English rebels in Ireland, much destruction is done, and many people have left Ireland for England, so that the number remaining is insufficient to protect it against these enemies. They ask the king to ordain by authority of parliament that all temporal persons born in Ireland and dwelling in England, who have possessions in Ireland, with certain exceptions, should go to Ireland within 40 days of the proclamation of this act, to resist these enemies; with sums of money to be paid by those who do not do so. And this act is to last from the feast of the Purification following the beginning of this parliament until the beginning of the next parliament.
