Nature of request
The people of Cirencester complain that the paving of their town is defective to the point of being dangerous, and that the inhabitants of the town are not corporate, and cannot be compelled to repair this paving by the common law, nor do they have any common lands, tenements, rents or revenues from which such repairs can be made. They ask the commons to ask the king to ordain by authority of parliament that all people with messuages, shops, tenements or other hereditaments in the town are to assemble annually at Michaelmas to choose two conservators of paving; and that all people with messuages, shops, tenements or other hereditaments in the town are to maintain the paving in front of their property, to the middle of the road, and to allow the conservators to do so in their default, and to distrain them for it.
