The Mayor and community of Dover complain that an ordinance made by authority of the parliament held in 9 Edward III, and another made by authority of the parliament of 13 Richard II, that no traveller, except for soldiers and merchants with their ships loaded with merchandise, travelling to or from Calais, should use any port except Dover, has now fallen into disuse, and ask the king to re-establish this ordinance by authority of the present parliament.
