Nature of request
The horners of London complain of the threat to their trade from foreigners buying unwrought horns and taking them abroad: both because they will then learn to work them, so as to rival the horners of London, and because as a result there are not enough good quality horns in England. They ask the commons to ask the king to ordain, by authority of parliament, that from Easter 1465 no foreigner should be allowed to buy any unwrought horns, or any Englishman be allowed to sell any to any foreigner (except that the horners might be allowed to sell any surplus horns); and that the wardens of their craft might have power to search for any contravention of this, in London and within a radius of twenty-four miles of London, and in the fairs of Stourbridge and Ely, and to seize any goods found in contravention: half to go to the king, and half to the wardens.
