Nature of request
Despite an ordinance that no one who has dwelt at the common brothels (stywes) may have any common hostelries or taverns within the borough of Southwark, some have set up brothels within the high streets, where criminals are harboured, and Flemings have set up hostelries and taverns within the borough where they receive aliens and strangers, some of them enemies of the king. The petitioners ask that no one may have brothels within the borough except at the place called the common stywes, on pain of imprisonment for 40 days and making fine and ransom to the king, and that no alien may have a hostelry and tavern there after next Easter, on pain of imprisonment, fine and ransom; the justices of the peace of Surrey and the king's bailiff of the borough are to have power at all times to enquire about these things and impose punishment.
