Nature of request
The mayor and commonalty state that they pay to the king at his Exchequer £180 for which they have nothing certain but £14, and also have to pay a tenth which remains on 200 people wrongly, which charges are an insupportable burden so that the city is enfeebled and wasted as is well known to the lords and men of the country. They request that the king grant to them a licence by his letters patent that they may be able to buy £120 worth of land from the king and others in support of the payment of their fee farm, and hold them without disturbance of the king's ministers, the statute of mortmain and other statutes and ordinances to the contrary notwithstanding. They also request that the king grant them two fairs to be held around the feasts of St Matthew and St George.
Nature of endorsement
Concerning the purchase of lands and tenements, it is agreed that the mayor and citizens of the city of Lincoln should have letters of the king licensing the purchase of land to the value of £120 per annum which is not held by knight service; to have and to hold to them and their successors in support of the payment of their fee farm as long as it is toward that end and no other. And concerning the other things contained in the petition the king wishes to be advised.

The title in Rot. Parl. Vol. IV, p.414 states this petition to be for 10 Henry VI (1431-2). There is no supporting evidence to more precisely date this petition.
