Nature of request
The merchants and inhabitants state that from time out of mind to the profit of both the king and the havens many ships with great quantities of merchandise, not staple ware coming by design or being driven by wind to the havens and the customs were discharged. Now for wont of customers attending in the havens vessels coming to the port have not been able to discharge their cargoes and have gone elsewhere to the great loss of the king, the havens, and to the inconvenience of the merchants. The petitioners request a remedy considering the different situation in the neighbouring counties that have always had deputies under the customers of the ports for the profit of the king.
Nature of endorsement
Considering the causes contained in this petition and other matters stated in parliament, it was granted and ordered that the customer of the king in the port of Southampton appoint deputies in the ports of Lymington and Newport, and in Portsmouth for the customs, subsidies and other moneys of the king which ought to be received for the goods and merchandises not pertaining to the staple carried and discharged for one year, and from those merchants discharging their goods in the ports after having been driven to the ports by stormy seas, or going their voluntarily be able to discharge their goods and sell them, and also that they be able to carry home goods and merchandises not pertaining to the staple paying beforehand the customs, subsidies and other monies of the king lawfully for the duration of the time, as long as any goods or merchandises pertaining to the staple during the time are not carried or discharged.

Note
The title in Rot. Parl. Vol. IV, p.414 states this petition to be for 10 Henry VI (1431-2). The petition can be more closely dated to 1432 as the grant of the customers was issued on 12 May 1432 (CPR 1429-36, p.205).
