Nature of request
The commons state that the River Severn is common to all the king's lieges to transport their merchandise to places adjoining the river on boats and floats. Now Welshmen and other people residing near the river have assembled in great numbers arrayed for war and taken floats and broken them up, and assaulted the people with them, with the intent that people hire the Welshmen for great sums of money to carry their merchandise to the great impoverishment of the king's lieges if they do not have hasty remedy. They request that it be ordained that the lieges have free passage on the river with floats without any disturbance, and if they are disturbed by the Welshmen that they have their suits and recovery before justice of the peace of the counties adjacent to the place where the trespass occurred, and the justice have the power to hear and determine (oyer and terminer) such trespasses, and the damaged party have a speedy process.
