Nature of request
Carpenter states that by the will of Pulteney, he bequeathed to the master and priests of the chapel of Corpus Christi beside the church of St Laurence, Candlewick street all the lands and tenements that he had in the city and the suburbs of London on condition that they deliver 4 marks at certain terms annually to the prisoners in Newgate prison. The prison was demolished because of its small size and its contagions and rebuilt by the will of Whittington, but Pulteney's will did not specify who should distrain for the rent, and the rent is denied and remains unpaid to the grievous hurt of the prisoners. Carpenter requests that parliament ordain that the rent should be paid, and that the mayor and chamberlain of London have full power to distrain in the master's lands.

Dated to 1431 by the heading in Rot. Parl. IV, p.367 where it is noted that the petition comes from the parliament held at Westminster on Fiday next before the feast of St Hillary, 9 Hen. VI (January 1431). This date is confirmed by the order that the rent should be paid which was issued on 12 January 1431 (CPR 1429-36, p.110).
