Nature of request
The commons state that at the parliament held at Westminster 9 November 1422 it was granted to the king a subsidy on every wool sack and of every 240 woolfells shipped by English merchants, for the term of two years, which has since been renewed twice for a further two and three year term. It has been customary for English merchants having paid the subsidy, who lose their cargo, who duly provide proof to be able to ship an equal amount without paying the subsidy. The commons presented a petition in the last parliament concerning this custom since in the last grant it had not been specified how merchants should prove their loss, and requested that those losing their cargo should be able to produce proof by witnesses or testimonials and have full restitution and deliverance of their obligations for the subsidy, having writs on the same without paying the fee. However the petition was not answered. The commons request that the king and the nobles grant that those losing their wool shall bring any proofs before the treasurer and barons of the Exchequer, and proving their loss, that it may be restituted and allowed the subsidy on that lost wool.

Dated by the heading in Rot. Parl. IV, p.295 where it is noted that the petition comes from the parliament held at Leicester on 8 February 1426 (4 Hen. VI). This is noted as one of the common petitions. This is confirmed by licences issued to merchants to wool free of subsidy made on 24 June 1426 (CPR 1422-9, pp.348-9).
