Nature of request
The commons state that in the last parliament a commission was granted to various people to survey the River Lea and correct all the defects and obstacles to shipping in it, as contained in the ordinances and statutes of the King's progenitors, but that the commission was given to various great lords and others who could not attend to it. They ask the King that the Chancellor for the time being might have power to grant commissions whenever necessary to such impartial people, living in the vicinity, as would best have the knowledge and time to attend to this.
