The commons make two requests:1) The subsidy on wools and woolfells granted by the commons at the parliament in the first year of the King's reign, and extended for two years at the last parliament, in the second year, makes provision for non-payment of the subsidy on any wools or woolfells which are perished or lost at sea, or taken by enemies, but does not specify how this loss will be proved. They ask the king to ordain, by authority of parliament, that this be done by the testimony of two merchants or mariners, or other law-worthy men, before the Treasurer or Chief Baron of the Exchequer, or by letters of testimonial under the seal of the Mayor, Bailiffs or other governors of any franchised town, either in England or abroad, where the goods were lost, or under the seal of the Staple of Calais, with the seal of the Officer who receives the cockets of wools and woolfells there.2) They state that merchants have been harassed by officers of the Exchequer, during the time of Henry V, who claim that they have brought to Calais wool of greater weight than is covered by their cocket. They claim that this is because the wool often takes in water at sea, or from rain while at sea, and becomes heavier, and ask the king to ordain by authority of parliament that, once the wool has been weighed and cocketed, and all duties paid, there should be no harassment for this reason, but that the weight according to the cocket should be adhered to.

This petition is enrolled on the roll of the parliament held at Westminster in April, 3 Henry VI (1425) (Rot. Parl. vol. IV pp.289a-290a). A note on the dorse says, in a later hand, 'Petitions in parliament, anno 3 H 6'.
