Nature of request
The petitioners, in their name and that of other poor lieges of the king, listed in a schedule attached to the petition, state that Edmund, Earl of Kent owed them considerable sums of money, and complain about its non-payment by his widow, ask that they might have redress, by authority of the present parliament, together with the damages and costs they have incurred.
Nature of endorsement
[On face] Legitur et liberata fuit per episcopum Wyntoniensem (It has been read and was delivered by the Bishop of Winchester).[On dorse] This petition with the attached schedule containing the names of creditors is to be sent to the king's council, and the lords of the same council for the time being are to have full power, by authority of this parliament held on 2 December in the eighth year of the reign of King Henry, the fifth since the conquest, to hear, ordain and determine the whole matter contained in the said petition and its circumstances, and on this to ordain such a remedy and redress on that matter, for the supplicants specified in the petition and schedule, as will seem most suitable and expedient to them.

As it says on the dorse, this petition was presented to the parliament held on 2 December, 8 Henry V (1420). Richard Whittington was elected Mayor of London in 1397, for a second term in 1397, in 1406 and in 1419.
