Nature of request
The people of the town of Sandwich state that they were previously asked by the king's commission for £80, to make restitution to Catherine Kalewartes, a widow of Flanders, for goods allegedly taken from her at sea and brought to Sandwich, contrary to the truce made by Henry IV with the people of Flanders, although these goods were in fact worth only about 40 shillings. The petitioners petitioned the commons in the last parliament to ask the Duke of Bedford, Lieutenant of England, for a remedy, claiming that this demand was contrary to several statutes. It was decided that the matter would be decided in accordance with the terms of the truce, but another commission has lately been sent to the Duke of Gloucester to levy the £80, contrary to this decision. They ask that the commons ask the king to annul this commission, and to grant another to the Duke, to inquire into what goods were taken, into whose hands they have come, and how much they are worth, so that restitution or compensation can be made to Catherine for them, according to the terms of the truce.
Nature of endorsement
[On face] Soit prie a Roy (A request is to be made to the king).[On dorse] The king, with the assent of the lords spiritual and temporal, and at the request of the commons assembled in this parliament held on 16 March in the third year of the reign of King Henry, the fifth since the conquest, wills that by authority of the same parliament execution should be made of the king's commission granted to the aforementioned Catherine touching the aforementioned matter, according to the effect of the truce previously made between England and Flanders.
