Nature of request
The people of Stoke, Eastoke, North Hayling, Mengham, West Town and Hayling, on Hayling Island, state that as much of the land of their island had been lost or ruined by the sea, the amount they had to pay for the fifteenths was greatly reduced by Edward III and Richard II, and Henry IV, in the third year of his reign, granted that at each fifteenth or half fifteenth in the following five years, they would pay only £6 15s. 7d. farthing. As they have become even poorer, they request that the king might continue to allow them to pay this sum for each fifteenth, and half of it for each half-fifteenth, and so on in proportion.

Note
Rot. Parl. vol. III, p.620a-b is enrolled on the roll of the parliament of October 1407 (9 Henry IV), and CCR 1405-9 p.358 is dated at Gloucester, 20 November 1407, and is the result of this petition. However, it is made clear there that the original petition was presented to the parliament of March 1406 (7 Henry IV), and that letters patent were granted as a result (CPR 1405-8 p.159, dated at Westminster, 12 March 1406), but that these were invalidated as a result of a later decision at that parliament to annul all grants made during that parliament, with a few exceptions: hence the new grant in 1407. This petition is identical with what is on Rot. Parl. vol. III, p.620a-b, but that might just be a copy of the 1406 petition.A later note on the dorse, saying 'petitiones anno VI Henrici IV' seems to be quite incorrect.
