Nature of request
John Cavendish, citizen of London, presents a copy of a letter to the Mayor and Aldermen of London, dated 5 July, 3 Henry IV, complaining that he has sued by bill for ten years and more to the Mayor and Aldermen of London, requesting a remedy for certain faults and wrongs committed by the sheriffs and their officers, making especial mention of the bailiwicks of Billingsgate, Queenhithe, Smithfield, and Cheap, and the prisons of Newgate and Ludgate, and has petitioned the king on the subject, but that they have made false accusations about him to the king, and have refused to let him be heard, which is what he requests of them. He asks the king and lords to ordain a remedy in the present parliament.
Nature of endorsement
The king wills that the Earl of Worcester and the others named in the schedule attached to this petition, with other persons to be named by the king, are to be appointed to examine the matter contained in the same petition by all good means that seem appropriate to them at their discretion, and to report on this in Chancery.

Note
Dated on the guard to? 1402, on the grounds that the letter recited in the petition is dated 5 July in the third year of the king's reign: if the king is Henry IV, this would be 1402. The petition would then be presented to the next parliament, that of September 1402. It cannot really be any later, as Thomas Percy, Earl of Worcester, was executed in July 1403.
