Nature of request
The English people of the county of Pembroke complain that the practice has recently begun of imprisoning, arraigning and putting people to answer by a simple accusation, without indictment by inquest or other due process, and they request that it be ordained in the present parliament that English people in the said county are not to be arrested, imprisoned, arraigned or put to answer without an indictment or accusation made by due inquest, and that they are to be allowed their challenges as the common law wishes, and as the king's other lieges and subjects do.
