Nature of request
The Abbot of Tintern, who for seven years and more in Richard II's reign, was collector of the tenth granted by the clergy in the province of Canterbury and diocese of Llandaff, states that the people from whom he was to collect this money refused to pay, about which he petitioned in various parliaments in King Richard's time, obtaining writs of supersedeas but no remedy. Despite this, the Treasurer and Barons of the Exchequer summoned him to render account for what he had not levied, and are now distraining him for this. He requests that he might be pardoned and acquitted this sum and the levy of the money, considering that he has done his best, that many of the lands and tenements which are refusing to pay are in the king's hands through the minority of the heir of the Earl of March and the forfeiture of Lord Despenser, and that he has petitioned from parliament to parliament, both in the present king's time and in the late king's, and that both his own possessions and the land where the levy should take place have been destroyed by the Welsh rebels.

Petitions Relating to Wales, p.36 assigns this petition to 1400-1402, identifiying it with the petitions edited by Rot. Par. vol. III p.481b (no. 7) (assigned to 2 Henry IV (30 September 1400 - 29 Septmber 1401) and by Rot. Par. vol. III p.521b (no. 21) (assigned to 4 Henry IV (30 September 1402 - 29 Septmber 1403). But neither of these is this petition: the text is identical for the exposition clause, but diverges at the request. This petition seems perhaps to be later (?), while clearly still from the reign of Henry IV, and has two major differences from the two edited in Rot. Parl. that should assist dating: it does not mention the minority of the heir of the Duke of Norfolk, and it does mention the destruction of lands by the rebellion in Wales.
