Nature of request
The commons request a remedy for the fact that every day villeins belonging to lords, bishops. abbots, priors and other nobles (gentiles) flee to merchant towns, which claim the right to hold them by their franchises, and do hold them so that their owners cannot have them back, thus encouraging others to flee and to refuse to perform their services, while their owners cannot force them, for fear of their flight.
