Merchants and mariners of the realm.
Addressees

Nature of request
The petitioners request the king's aid in obtaining justice against the towns of Germany with regard to shipping.
Nature of endorsement
[On face] To the lords, to ordain a remedy.[On dorse] Be it remembered that these ten petitions which are attached together were sent to the king by the commons in parliament requesting the king of his grace to have careful consideration of the matter contained in them, and to provide a gracious remedy in this matter. Whereupon the king, having considered the petitions, . . . the same petitions of his grace, with the assent of parliament, has asssigned certain of the lords, that is, the Archbishop of Canterbury, the Duke of Lancaster, the Bishop of Winchester, the Bishop of Salisbury, the Earl of Rutland and the Earl Marshal, with the king's officers, to try, consider and examine the said petitions, at the quinzaine of Easter next, and further to make, by authority of parliament, compensation and other reasonable remedies in this case . . . as will seem best to their good discretions.

Note
Although a note on the dorse in a later hand says 'Petitiones in parliamento anno 1 H. 4', the presence of the Duke of Lancaster among the lords assigned to deal with these petitions, and the fact that the king has been writing to the towns in the petition on this matter for three years, means that the petition must be from the reign of Richard II. The note on the guard that assigns it to 1397 seems entirely reasonable.
