Nature of request
The Chancellor and scholars of the University of Cambridge make five requests concerning the charter of their privileges:1) That it might be confirmed with the clause 'licet'.2) That a clause concerning regrators should be amended to say that they should be amerced before the Chancellor.3) That they might be able to sell wines at London prices, plus halfpence a gallon for carriage, as is done in Oxford.4) That it should no longer be necessary for trespassers convicted and adjudged to prison before the Chancellor to be received by the Mayor and bailiffs.5) that, if the Mayor does not attend the Hospital of St John for the forfeiture of regrated victuals, the Chancellor or his lieutenant should have power to make execution of this alone.

Dated in a note on the guard to '? c. 1378', with reference to SC 8/19/913, SC 8/167/8320 and SC 8/272/13593. SC 8/19/913 refers to a previous petition to the parliament held at Gloucester on the Wednesday after the feast of St Luke, 2 Richard II (1378), which resulted in CPR 1377-81 p.289, dated at Gloucester, 6 November 1378. This seems very similar to this petition, but is not identical, and CPR 1377-81, p.264, granting cognizance of regrators and forestallers, in accordance with the letters patent of previous kings, which could also be a response to this petition, is dated at Westminster, 12 July 1378. However, the petition would seem to date from around this time, and the general tenor - confirmation of charters with such additions and emendments as might seem necessary to the petitioners - suits the start of a reign.CPR 1377-81, p.349 is dated at Westminster, 24 May 1379, and is a response to SC 8/19/913.
