William Gilbert states that he has often petitioned parliaments and councils about errors in a judgment given against him in a plea of debt sued in Calais by William Mountagu, Earl of Salisbury, procurator and attorney of John de Buterlegh and Alice his wife, executrice of William Taynturer the younger, asking for justices and other people learned in the law to be assigned to hear and determine these errors, and to render judgment on them. At the last parliament held at Westminster his petition was endorsed 'Let the charter and franchises of Calais be shown in Chancery, and there, when the parties and the king's justices and serjeants have been called, if it appears from inspection of the same charter and liberties that the matter belongs to the King's Court in England, then it is to be determined there, and if not, it is to be sent back to Calais to be determined there according to the law and usages of the country'. But nothing has been done, so that William Gilbert has been delayed in his process for three years, to his great loss. He asks that the matter might be determined before the end of this parliament by the justices, serjeants and others learned in the law, according to the effect of the endorsement, and as law and reason demand.

Rot. Parl. vol. III pp. 67b-68a is enrolled on the roll of the April parliament of 1379: although it is not the previous petition the petitioner mentions, but a counter-petition from the Mayor and Aldermen of Calais, the endorsement is the same, suggesting that William Gilbert's petition, which received the same endorsement, was also presented to this parliament. As he says that this response was given at the last parliament, this petition must be presented to the parliament of January 1380.
