Nature of request
Robert Haulay and John Shakel make two requests:1) Restitution or suitable compensation for the expense of two Flemish prisoners, taken from them and released against their will by the late king's officers; and also the endorsement of this bill, as adjudged by the council, of which they request execution.2) Robert Haulay requests confirmation of letters patent of Edward III for 20 marks annually, as a reward for his service at the taking of the castle of Hammes, and elsewhere in the March of Calais, and also a further reward promised him by Edward III; and that this may be assigned to him in a place where he can have it in his own hand.
Nature of endorsement
With regard to the reward which they request for certain Flemings taken in the Bay, if it can be found at their return that the late king or the present king is obliged to pay the said reward, the council will ordain for their reward, either by a ship or in some other suitable way.Afterwards when all the council had assembled, it seemed to them that, all things considered, they are to have a suitable reward for the two Flemings when it can properly be done, and such as the king and his council will ordain.

The date '2 Ric II' is written, probably in a later hand, at the foot of the petition. Rot. Parl. vol. III p.50a (no. 1) also assigns it to 2 Richard II (22 June 1378 - 21 June 1379), and more specifically, to the parliament held at Gloucester, on the Wednesday following the feast of St Luke, 2 Richard II (1378). However, as Hawley was dead by that time (see Nigel Saul, Richard II (New Haven, 1997), pp.36-38), this petition must be from the reign of Richard II (see references to his grandfather), it must have been presented to the parliament of October 1377.
