Nature of request
The citizens of Norwich make two requests:1) They have been told that their former liberty, that no stranger to their franchise may sell or buy any merchandise within their franchise, on pain of forfeiture, cannot be renewed without parliament. They request that this be done.2) They state that although they have previously had the power to make ordinances to deal with new faults and problems which their ancient uses did not cover, these measures have lately met with opposition from the commons of the town. They request that in future the four bailiffs and twenty-four citizens chosen annually by the commons of the town, or the greater part of them, might have the power to make ordinances for the good of the town, and correct them when they see fit.They ask that these articles could be added to the king's grant to them in his first parliament, without paying a fine in Chancery, as they have made a balinger for the king.
Nature of endorsement
With regard to the first article, a statute has been made on this in this parliament, and it is to be granted to them according to the form of the same statute.With regard to the second article, it is also assented in parliament that, if the customs and uses they have had and used there before now are defective in part or in whole, or if some new case arises there for which a remedy was not previously provided, which needs amendment, the four bailiffs and twenty-four citizens chosen annually by the commons of the town, or the greater part of them, are henceforth to have power to ordain and provide from time to time such remedies as they agree are best with good faith and reason, and are most profitable for the good and peaceful government of the town, and of other strangers coming there, as often as seems to them is to be done for common profit, provided that these ordinances are profitable for the king and his people, and in accordance with good faith and reason, as has been said. And they are to have their charter for this, together with the other articles granted to them previously, without paying a fine, as they have made a balinger.
