Nature of request
The citizens of Hereford state that they go into various parts of Wales for the purposes of trade and business, and that they owe no debts nor are they pledged to anyone in Wales to provide a reason for their being distrained according to the laws of England; the people of Wales nevertheless distrain them, and take their goods and merchandise, for the debts of others, contrary to the laws of England. Because the laws of England do not apply in Wales, they request that the king and his council ordain a remedy.
Nature of endorsement
A writ of Chancery is to be sent to the Justiciar of Wales or to his lieutenant, and to the other lords of Wales, that they are not to allow any Englishman to be molested or distrained within their franchises or bailiwicks for the reason given in the petition. And if any Englishman should wish to complain to them of injuries or distraints against him for such a reason, they are to do swift justice to him.

The notes on the guard attempt to date this on the basis of those periods when the justiciar of South Wales acted through a deputy; but since this situation actually applies to much of the reigns of both Edward II and Edward III, it is not a sure guide. The petition is tentatively dated here to the early years of Edward III on the basis of the hand and language.
