Lords and their tenants holding lands near cities and boroughs.

Nature of request
The petitioners state that because of the lack of good governance, great quantities of the commons of the cities and boroughs have come with force and arms and destroyed their enclosures, commoned their beasts in the fields of the petitioners though they have sufficient common on their own wastes, and few of them have any lands lying with those of the petitioners from which the petitioners can profit by intercommoning. The petitioners request that the king and council ordain a suitable remedy that the commons unless they have lands lying with those of the petitioners are not able to common in their lands; and also to restrain the commons from rioting in the future, and to put a grievous penalty on those who cause the commons to rise up.
