Nature of request
Cayli states that the sheriffs used to appoint and dismiss bailiffs errant, and their fees and answers were a great charge on the sheriff's accounts, Cayli requests that the king grant to no-one the position of bailiffs for their life because it would allow them to put people in so much subjection that for each answer in their business it will be necessary for them to pay a fine to the bailiffs, so that the bailiffs with the security of their estate will not be fearful of the sheriff or no other party.
Nature of endorsement
It seems to the council that if charters or charter are made in the manner as the petition makes mention of these bailiwicks errant in the counties of Norfolk and Suffolk, they are made in prejudice of the king and the people, and that if it pleases the king that such charters ought to be revoked.
Note
The petition can be dated to 1335 by the heading in Rot. Parl., vol II, p.90, noting these to be petitions in parliament for 9 Edward III. Cailly served as sheriff between November 1333 to October 1335, so it has to be within these dates. There is no evidence other than in Rot. Parl. to date this firmly to 1335.
