Richard he Hoghton states that he holds the lands of Richard de Hoghton, one of the collectors of the eleventh and twelfth in Lancashire in the time of the king's father, who owed the late king various debts from the arrears of this tax - indeed a large sum of arrears is still owed. During his lifetime Richard had sufficient goods and chattels to have paid this debt. However, at the time when Adam Banastre was put to death, some people of Lancashire, maintained by Thomas, formerly earl of Lancaster, came and carried off £100 worth of Richard's goods and chattels, and during his life he could never have a remedy for this, because of the maintenance of the earl of Lancaster. He requests that the king grant a commission to certain people of the country to inquire into this, so that the king can more swiftly be paid his debt and the petitioner be less burdened.

The petition is dated to 1322 because it is clearly in the aftermath of the failed baronial revolt.One of a collection of petitions published on pages 387ff of Rot. Parl., vol I., which all seem to date from around 1322. This dating is confirmed by PROME, Appendix of Unedited Petitions, 1307-1337, Rotuli Parliamentorum I, pp. 387-415, which dates these petitions to 15 or 16 Edward II (1321-1323).CCR 1318-23 p.23 is dated at York, 27 October 1318.
