Nature of request
The burgesses request that the king grant a writ for the making of a proclamation in the town that no brewers or other men make malt from wheat, because wheat has greatly failed in those parts, and of that which there is so much has been taken out of the country by sea for the purveyance of great lords that the king cannot allow this to continue because of the great scarcity for the sustenance of the people who reside in the town and the country around, who are suffering greatly by the failure.1)
Nature of endorsement
The mayor and bailiffs of Winchester are ordered that it should be publicly proclaimed in the city strictly prohibiting brewers in the same city from henceforth making malt from wheat under grave forfeiture. And the cause is to be inserted into the head of the writ etc. on account of the shortage of grain etc. And the same is now ordered elsewhere through all etc.2) Coram toto consilio.
