Margaret states that whereas she was assigned the city of Hereford with fines, redemptions, amercements, issues and forfeitures of all the people and tenants of the city, and with all royal franchises which the king held. At the time of the assignment the citizens of the city pleaded all manner of pleas concerning the city before the king's justices of the Bench and other justices and bailiffs of the king, and the king's bailiffs officially entered the city to levy all debts which were owed to the king. Recently the citizens have acquired the grant of a charter of the king bearing date 16 September last by which they are not to plead or be impleaded before the king or his heirs or their justices outside of the city for lands and tenements which are in the city or its suburbs, and similarly for trespasses, contracts or other things of any kind made or arising in the city and its suburbs; but all pleas which are summoned or attached and taken out of the city and suburbs are to be pleaded and settled before the bailiff of the city which has meant that it has removed from Margaret the fines, redemptions, amercements, issues, forfeitures and other profits, and obstructed her bailiffs so that they cannot enter the city nor levy her debts as they were accustomed to do before the date of the charter.

And the queen or someone instructed on her part is to come before the council on the same day so that the business can be further examined, and what will seem right can be done.

This petition can be dated fairly closely to 1315 by the title contained in Rot. Parl., vol I, p.289 which notes this as being 'Responses made in the presence of the king and his great council in the parliament of the king after the Octave of St Hillary, in the 8th year.
