Offers the opinion that 'it is much more important to prosecute fraudulent officers in Mr. (Randal E) Webster's position as criminals than to recover from them as debtors the sums which they have stolen or embezzled'. Agrees that £322 10s should be taken from the Bermuda Quit Rent Fund and invested in the United Kingdom to help cover the debt owed by Bermuda due to the theft by Webster, the former Colonial Secretary.
