Reports that the Colonial Secretary will submit all certificates, transmitted to him by annuitants or by local magistrates, to the Governor. Adds that after these certificates were verified they would be forwarded to the National Debt Office. In response to circular despatch 6 January 1881 concerning the existence of Life Annuitants.
