Forwards a certified copy of Act No. 29 1878, 'An Act to incorporate the Synod of the Church of England in Bermuda and for other purposes in connection therewith' (act not included in volume); encloses a report from the Attorney General, a printed copy of a petition of clergymen and laymen of the Church of England in Bermuda, and a copy of the constitution of the Synod. Explains that the act was passed with a suspending clause before despatch (unnumbered) 19 October 1878 was received.
