Forwards a certified copy of Act No. 4 1878, 'An Act to provide for the appointment of official marine surveyors' (act not included in volume); encloses a report from the Attorney General. The act was mainly modelled on the General Port Warden's Act of Canada and was enacted on the suggestion of Henry Fowler to help prevent fraud during salvages of distressed ships.
