Practice of cropping hair of female prisoners; Pope Hennessy instructed Des Voeux that this should be forbidden. In reply to the Colonial Office Despatch, Des Voeux reported that the cropping of women's hair has never been permitted during the tenure of his office. However Des Voeux assigned 'cropping' as a punishment for 'Obeah' in the Obeah Ordinance, 1872 [amended by the Ordinance No. 4 of 12 February 1873], corresponding punishment for men was whipping. The former punishment had never been inflicted, as no woman has, as yet, been convicted of 'Obeah.' Des Voeux considered that, due to the grave consequences of 'Obeah', which were 'proved' lately, it would be a misfortune if no other punishment existed, other than a short imprisonment with hard labour.
