Forwards a letter from James H Theis [Thies], Postmaster General, complaining of the inadequacy of his salary, the need for adequate staff, and the wrong he feels has been done against him in association with the Stella case. Notes that he feels entitled to promotion to an office of a higher rank with a larger salary. Encloses a report from the Attorney General, a copy of a letter from Governor H St. G Ord to Theis [Thies] dated 5 March 1863, a series of correspondence between Theis [Thies] and the Colonial Secretary, James Tucker, from September to October 1876, and an extract from a despatch dated 31 January 1877 from the Secretary of State to the Governor of Bermuda.
