Reports the conflict between the Executive and the House of Assembly over the right of the latter to issue orders directly to the Receiver General for the production of public accounts, and requests a decision from the secretary of state. Encloses a copy of a letter from the Clerk of Assembly, the response from the Receiver General, a letter from the Receiver General explaining why he responded to the letter from the Clerk of Assembly, as well as a Report from the Attorney General containing two appendixes, the first an abstract of the proceedings of the House of Assembly 8 June 1877, and the second the resolutions of the House of Assembly.
