Formation of a Volunteer Corps; encloses a letter from the Receiver General stating steps he has taken towards this goal and pointing out the difficulties that have arisen due to the unwillingness of whites to mix with 'coloureds', as well as a letter of response from Lefroy. Also included are a copy of a letter dated 5 September 1867 from The Duke of Buckingham to Governor Francis Edward Chapman, and a copy of minutes dated 20 August 1867 written by H Taylor, which both highlight issues surrounding an earlier unsuccessful attempt to form a volunteer corps.
