Enclosure to SP 87/23/55, with proposals concerning the restitution of Louisbourg, Madras and other places captured in India, freedom to fortify Dunkirk or retain Veurne, Hainault and adjoining countries, restoration of Modena and Genoa and guarantee by France of Silesia. The king's obligations to Spain do not permit Saxe to make a proposal. If [British] proposals are reasonable, France will do everything she can to persuade Spain.
