Honourable Mr. Webster vacated his seat due to having been absent from Grenada beyond the period allowed by the Clause of the Royal Instructions, No. 35; Freeling wanted to keep Webster and therefore re-appointed him provisionally to the Office; Freeling requests that this re-appointment could be confirmed; Rawson recommends this and also that the rule in question should be amended to show clearly that the grant of leave of absence to an unpaid member of a Legislative Council should be reported, See Colonial Legislation, No. 45 [as this leave was not reported to Governor Rawson]; item also includes an explanation from Freeling regarding the absence of leave of Mr. Webster which was requested by Governor Rawson; Colonial Office draft confirms the re-appointment and states that approval of absence of leave should be obtained from the Governor.
